Two things:
1. Liability while driving is generally extended from the tow vehicle to the tow able. This type of insurance is only for accidents while being propelled / towed down the road. Driving type situations.
2. Liability while setup is something entirely different. This is personal liability for yourself in regards to actions taken by you, on your property, capsite or in general that might make you become legally liable for damages to someone else. Something like leaving your rake out in the front yard by the road and some passerby steps on it and needs 30 stitches and decides to sue you. This liability would pay.
The two do not cover the same thing they are very different. In fact the #2 scenario specifically excludes motor vehicles although may sometimes cover golf carts it is in no way used to cover accidents while towing.
So when you say "I have liability coverage on my tow able" it could mean a variety of things and could mean you are paying for something you don't need.
You shouldn't be paying for Bodily Injury / property damage / combined single limit type coverage on a tow able. That is generally covered by the tow vehicle while in transit.
You should pay for liability coverage for your site or general liability.
