does hitch weight of bumper-pull TH reduce when loaded?

Bumper-pull toy haulers have a high hitch weight as compared against standard travel trailers...does the hitch weight 'lighten' when toys are loaded? It would seem that weight at the back of the unit ...

Typically the hitch weight stays the same whether loaded or not because the toy hauler axles sit farther back on the frame. the hitch weight has to remain high so stability is not compromised when loaded.
