I live in Texas where it is legal to double pull. I plan to go to Sturgis and Yellowstone in August while pulling motorcycles behind. I know some states do not allow double pulling. Does that app...

But, CA actually DOES require a Class A CDL with doubles endorsement for towing recreational vehicle double towing!
The reason, it has been said, is because no other license in CA can have the Double Endorsement.
ANY state can require a CDL for ANY driver, if the State so desires. If a state decided it would enhance public safety to require every driver to have a CDL, they could pass such a law for their residents, set up the training and testing, and everybody would have to get the new license!
