In CA it is 65' overall. But unfortunately, you have to have a "Doubles Endorsement" on your class A license, and non-commercial class A licensees are not eligible for the endorsement. You have to go with the full commercial license. Med card, etc.
I believe the above is only true if you are a resident of CA, if you live in another state where it is legal to double tow you can tow in CA. I have the medical requirements for CA license and carry that with me. I did a lot of checking on this issue as I double tow through CA twice a year for the last several years.
