Ultimately, that is what I did, but initially, I was trying to not have to get a class A license and deal with the DMV. I have the Class A with doubles endorsement; However, the CHP officer and two other truck drivers I met up with while I was going through this confirmed: In CA, if you are driving tandem towing, and you don't have your log book, they'll cite you.
I got pulled over this past winter, on the 86 (the NAFTA Highway) tandem towing and I handed all my paperwork over to the officer - and it included the log book. I asked him at the time, after he cited me for having a clearance light out on my trailer (which is wasn't I might add - but it was after midnight and a slow night for him) if the log book was required without being asked and he confirmed it.
He said "If you hadn't presented it to me when I asked for your paperwork, I would have cited you".
It seems to me they know this is a way to generate additional revenue rather than just asking for "license, registration, proof of insurance, log book". What he asked for was "please provide me with all your required paperwork"....
Sneaky if you ask me.
