Educate me why GM 1 ton towing capacity is so much less

To be clear, I'm not looking to stir up drama. I'm a current GMC Dually owner, a 2004, and am in the market for a new TV.

From a styling point of view, I'm still a GM guy regarding current crop of 1 tons, and 23k towing capacity is more than enough for my planned rig, but I'd still like to know why it's ~7k lbs less than the competition when power is basically equal.
