The box would not be transfer switch. It would need to be 3-4 inches deep.
Genset neutrals are normally grounded internally. That should not cause the neutral to become hot.
In the power center is there any other information? Is there a small metal plate with a thumb screw to gain access to fuses? There could be more info there.
