Measuring voltage with no loads can be deceptive. Plug in a heavy load, say a ceramic heater and measure from a good earth ground like a metal water pipe. What voltage is on the 3 rig wires?
BTW It seems doubtful to me that a ATS failure would cause a hot and neutral reversal.
