Bumper pulls are 4-5+ HUNDRED pounds tongue weight. 5th wheels are 2-3+ THOUSAND pounds pin weight. Should not even be in the same conversation.
I would not accept it. If you think he is a reputable business that simply made a mistake, you might give him a chance to make good on it. Including a suitable method of covering the extra holes.
If you think he is simply incompetent, you should take it somewhere where they know what they are doing. And still try to get him to compensate you for his mistake. If that fails you might try small claims court.
