You don't understand how a Curt hitch is made or you wouldn't say that. It has a square pin extending below the hitch that is set in rubber. It allows the hitch to pivot front to rear and absorb the bumps when taking off or stopping. It makes for a much smoother ride but the way you are trying to hitch will cause the head to tilt forward and the jaws can't close. Not a good explanation but the best I can explain it.
