Most states don't require them - I think just one does (I forget which state... somewhere in the midwest, I think). I ordered the safety chain and bolt kit from etrailer dot com just to be "safe." It only takes a moment to clip them in place.

Here in AZ, ALL ball and pintle hitches must have safety chains. This includes goosenecks...
