My KZ is that way and after some head scratching I figured out the valve arrangement.
Normally on city water, the fresh water fill is off, the winterizing fill is off, and fresh water feed from the tank is off.
To fill tank from city water, I have to turn on the fresh water fill, and turn on the fresh water feed and once full, close the fill open the feed and turn the pump on.
To fill from my tanks, I have to close the fresh water feed to the pump, open the fresh water fill and open the winterizing valve. Once it primes itself, it sucks in 6 gallons in about 5 minutes ~ 1.5 gallons per minute.
I have 2@ 6 gallon tanks I fill on my way in, after filling my main tank and this lasts us 3-4 days depending.
