Flat Screen TV install question

There was post from someone here who used small pieces of 2x4 and 2x6 inside the TV cabinet to connect a bracket then painted them black. Looks like a goof set up. The flat screen is actually against the exterior of the cabinet opening when set back but with the bracket he installed you can pulled out, turn and tilt the flat screen'
