I too have an attitude with 2 tanks, mine has a single common fill, and have an equalizing tube and cross vents. Do you have two fill tubes ? I ask as how did both tanks fill,or how did you fill the empty tank?
I suspect there may be plastic plug in the one of your tanks keeping a vent or equalizer from working after it was full, but did not block it as you were filling.
I learned I need to fill the water slowly or allow time for the tanks to equalize prior to topping it off. I top off 3 times to be sure. If the water doesn't start pouring out immmeadeately, I know the tanks are still equalizing.
