Question where is your equalizer line, if it is not at the bottom of your tanks I can not see how any water will transfer back from tank 2 to tank 1.
I also have dual tanks and my supply line comes off the bottom of both tanks with a tee at tank 1, just like you said your vent line is, check and see if there is a plug some where low or on the bottom of tank 2 that a supply line could hooked too and just tee into the other supply line.
