Soon why didn't the 2nd tank transfer over to the 1st tank last weekend?

Hopefully it was a one time fluke.
I was helping a friend with a similar issue years ago and it drove us nuts to figure out:
One of his tanks had a thick paper tag floating around inside of it. The tag would get pulled into the drain/cross over outlet and stop the flow. We dropped the tank to fish it out. Took a few weekends to figure out something had to be in the tank..........
Since you have been so through in your investigation, I am guessing it is something like this, please let us know the outcome and good luck.
