when you say aimed it at the valve, you mean you approximated where it was and blew it through/straight at the underbelly, or you took off the underbelly and found the actual valve and blew it at it?
My dump valves are outside my underbelly. Most things are on mine, just some electrical and the fresh line from the pump are enclosed. My trailer is only a bumper pull so not exactly the same as a your fifth wheel.
I'd say aiming a heater in the general area should work.
Is it very windy? If so, you'll want to use whatever you have available to try and block the wind from stealing your hot air.
