I've always jacked under the springs/perches and never had any problems. To me that seems like the safest place, it's designed to take the load of the TT.
That, or maybe it is to discourage us from crawling under the trailer to position the jack. I don't know, but whatever the lawyer's reasoning, I am certain it is for their own benefit, and not for us as owners.
