There wasn't a state in the Union where the drivers complied with that speed limit. You need to come up with a different theory.
NOBODY in the SouthWest complied with that limit. Not in the deserts of California, Arizona, Nevada, and New Mexico. Not in wide open spaces of West Texas.....
