I don't know what a treatment bag is ... but if it needs to be sloshing around in order to dissolve to work ... that might be the problem. Switch to something that can be dissolved in the toilet. Powder granules or liquid rather than a pod. Then flush it.
I NEVER use bleach because it is too hard on all the rubber gaskets in the valves. I've used pine-sol with good results. You could try that. How much depends on your nose.
