Once the tow truck gets there, odds are he will have tools that could have done the job. By getting overly specific, you brought up issues that at least appeared outside of standard roadside assistance. They guy on the phone probably isn't a mechanic and it didn't sound like a typical flat tire replacement.
Better yet, it's a good idea to always carry some basic tools when traveling. Stuff on RVs break and it's handy to be able to handle most basic repairs.
