Years ago manufacturers were allowed to take into consideration the pin weight and the fact that the axles would never carry more than 6k. This is illegal now. 21k GVWR RV's should have 7k axles (mine does), not 6k.
As to weight with a SRW, mine is under on axle weight, tire ratings, and truck GVWR. The only thing I'm over on is GCWR which isn't a concern for me. Never scary in any way. From reading on forums I've found peoples threshold for considering something scary varies widely.
