I have read other sites stating 10 to 25%.
Have never seen/read a 5th wheel pin weight recommended percentage of 10-25%

I agree it is low. From what I see, using the OEM numbers it would have only been 8.8% from the factory.
I got the 360 pin weight from weighing. Truck & trailer= 13600. Truck only = 8500. That leaves total trailer weight of 5100. Trailer axles only on scales = 4740. Pin = 5100-4740 or 360.
