Water heater needs air pocket at top to control expansion of water as it heats.
Whining sound.......
Could be from check valve in water heater hot outlet nipple....when sticking.clogging they can whine.
Also if on city water..the check valve in city water connection can do the same thing......but it would whine on hot & COLD. Not just hot.
If just on HOT then WH check valve.
