When one tire is flat it still has all the weight on it that it had when good. At 5 MPH it won't hurt the other tire. Drive it to a safe spot. It doesn't have to be the next exit, only the next safe place to get off the road. When it says emergency stopping only, a flat tire is not an emergency in my book.
