a blown out tire on a vehicle on a busy highway---- is an emergency-- because if you continue -- That tire it could flip off and break and fly into someone else or get thrown by another vehicle into another car ---and cause an accident !!!!
so a flat tire is an "emergency stopping "
Almost 30 years on the fire department-- so if you want to squabble and quarrel with that --that's fine--- that is what any EMERGENCY turn off area is for .
