Have 2001 cardinal No paperwork on specs. Would like to know how you get an accurate hight of trailer Is using just a tape measure accurate enough, or do some truck stops have something

Point being it will not be higher than 13'-6". As the sign in your picture indicates 8' why would anyone take a possible up to 13'-6" and even try. Highways with clearances less than 15' are supposed to be posted as to height.
