Thanks to everyone for their input! I drove over to the Camping World in Hanover this morning to talk to them, since they have a technician trained on the Lippert system who has worked on my coach previously when the leveling system had other issues.
It appears that there is a breaker in addition to the fuse. That's why the motor had power, but wouldn't do anything. Camping World swapped out the stock auto-reset breaker with a manual reset one when doing previous maintenance due to failures with the auto-reset model and an inability to reset it manually if the auto feature failed. Once they told me what to look for and where to locate it, a simple reset of the breaker in addition to making sure that the correct fuse was not blown resolved the issue.
