Should not be a problem to import on a personal declaration as long as you accompany the item being imported. If you have a commercial entity bring the trailer across the border for you, and you are NOT present, the trailer will need to be entered (formal entry) by a broker.

Thanks, Lakeside. Can't do this as temp plates can only be issued for vehicles/trailers that already have a record here in AZ; first place I checked was AZDOT about this. I've been told that 1 or 2 Customs forms and a bill of sale is all I should need. Canada doesn't use titles for trailers. I've also since spoken to the owner of the trailer mfr in MB and she was very helpful and said she'd have no problem in writing a letter stating that this trailer met the 1996 specs for US DOT. Trailer was mfr'd in '96.
