I just pulled on the release handle. It moves forward easily. It will not go back to the starting position. It stops. I can force it back. So something is hanging up underneath. On the manual it may be around the turntable? Plastic wear plate? Roller?
I do believe that is the way it should be. It should be a little on the tight side. But you should be able to force it into center position by hand. There are a couple of reasons.
1) The adjustable block is there to hold the carrier arm in place when NOT hitched. Otherwise it will clang around, moving back and forth when you drive around in NON-towing situations.
2) The adjustable block will keep some pressure on the carrier arm when towing. So when you come to a stop it holds the hitch with a little back pressure. So when you start off from a stop, the hitch does not suddenly move backward (with a CLANG) from any looseness.
For more/better detailed information consult your owners manual.
If you want, you can try loosening the stop bolt a tiny bit and try it. No more than one turn though. Be sure to apple the lock nut.
