File in small claims court against the guy you talked to at Keystone.
They will be required to show up (or send a lawyer) for the court date. You will win this. If they don't show up, you will win this.
Similar thing happened to a friend with a claim denial from his health insurance. he filed small claims for the amount and the insurance company paid him. They didn't want to pay for an attorney to spend a whole day in court waiting his turn.
