That is certainly what it sounds like. It might have even happened while it was still on the lot.
In the OP's post he says the heater still works but is dangerous. If it had been turned on dry then the element would be open and would not work at all.
Also, a dry fired element will not burn or melt the wiring. It will just quickly burn out the element. WH's are designed for this failure mode.
