That trailer should have 2x 7K axles. Look/find the Federal Axle and Tire Certification decal typically found on the front lower left sidewall. This has the axle and tire information as built by the factory. With this information plus scale weights -we can provide axle/wheel/tire options that will work in the real world.

11985 shipping + 4515 carrying capacity = 16500 GVWR
11985 is an average shipping weight -if you have options this number is higher and the net carrying capacity is lower.
