Trailer axles are never going to be rated to the full GVWR of the trailer. If your GVWR is 14,390, I would believe that you have at least 2,500 lbs in pin weight. You have to remember that the truck is carrying part of the load.
If the trailer has a 14k GVWR then the sum of the axle ratings should equal to the GVWR. Some of the higer end RV trailer mfg has been doing this for years.
Granted most RV mfg have short changed motor home and Rv trailer owners with under rated axles for the units GVWR but new 571 FMVSS safety regs were supposed to have changed all that in '08.
NUWA (HH II)for example was using 6k axles on 14k trailers but the new rules change in '08 forced them to go to 7k axles on these units.
All of my equipment/stock trailers axle rating are equal to or greater that their GVWR.
Any vehicle on the road is required to have enough axle capacity to carry its GVWR.
