Are the leaf spring eyes in the very bottom hole (maximum height)?
If not...relocate to bottom hole and readjust hitch height to get TH towing level.

Yes all mounts are in the bottom most holes (max trailer height). I can't even see what the upper mounting hole in the pic could be used for. It would always hit if in the upper mount.
