Look at some vids in link below. Basically, covers are a piece of plastic bolted over a vent hole, but where they meet the roof is not water tight.
Maybe if you were to caulk them in somehow. But that would create other problems and wouldn't do that.

In a heavy water fall rain or washing with hose, etc the water will get underneath them. The actual vent covers themselves prevent water from coming straight in. But the water runs down the side of the vent covers and under the bottom of the vent cover. And where your bath vent meets the roof is not water tight or it wouldn't leak.
Another thing is when a hard rain comes along and the vent is open some rain drops hitting the roof slashes in sometimes, not much but some. Atleast on mine.
Just about every year I pull mine off and give them a good washing and inspect the around the vents for cracks or missing caulking.
I can see how a person reads "water proof cover" and think the water problem is solved.
