On our 5th wheel, the handle can not fold the other way because of the slide. The slide does not have a window on that side either that we can reach out. If you have one of these handrails it should be a concern. What if someone closed it over the door in the middle of the night and a fire started inside the RV. Escape windows are for that purpose but how many of us have ever tried to open one, or would even remember where they were when waking up in a smoke filled RV?
You should be able to take a long 1/4" drill bit and drill a hole down through the assembly (the knuckle that holds the arm onto the side of the coach). Get a bolt, wire tie, or whatever you want to secure the handle open while camped in one place.
My handle has to lift up in order to release and swing in. I have heard of folks just using wire ties to prevent it from lifting up.
