How do I get a good Sames Travel Assist and Roadside Assist permanent cards

That is correct! You have both options.

If you head over and sign into Good Sam you can click My Account > Membership Details. Here you will have the option to either print a Good Sam Membership Card or add it to your digital version to the wallet on your phone!

  Has this changed since last year? I just signed up yesterday and received my email that was supposed to have my card in it. Instead of having an image of a front and a back of a card and giving me the option to download it in the email, there's a broken image link and then an image of the back of the card. When I click the download button it only downloads the back of the card. When I follow your instructions there is nowhere to print the card on the website, I just keep seeing ads for upgrading my membership. Really an awful first impression and I'm concerned that I'm not going to get good service from this company after all. 😬

Good chance that nobody gets permanent cards as they are yearly subscription services. Having it on your phone is fine as there will be a check to make sure you are a current subscriber before anything is done. You could also print one out but it will not make anything easier.
