I would think the latching system on any hitch can fail to seat.
The jaw may be in proper position but not latched. All mechanical things can fail to operate correctly.
A pull test in my opinion is necessary and good practice. It only takes about 1 minute and there is no cost.
As I pull away from my parking place I always apply full trailer brakes with controller slider. It tells me two things. The brakes are working and I just did a pull test.
The best place to drop a trailer if it were to happen is during the pull test when trailer is not moving (or very slowly) not at the first turn or uphill grade when the trailer could be moving 20-60 mph.
