I have had mice go through steel wool.
One sure fire way would be to somehow attach a small sack or sock of 2 or 3 mothballs so that they hang down just outside the hole. That way you may get a whiff of mothballs every so often when you are outside, but, you should not smell it inside. I sometimes put mb on the feet of the front jacks also. I have had mice climb the jack legs and come inside. Mice, snakes and bugs don't care for the smell at all.
