I haul my boat on nothing but paved roads and get lots of rock chips. I started with heavy Rock Tamer mud flaps and still got some chipping. If it were me and a new 5th wheel, I’d do diamond plate and the full width flap.
I have towed my 2008 Fifth wheel for the past 10 years since new with two different trucks. No mud flaps , and have no chips to even speak of. IMO I think its the angle , and distance the rear tires are from the front of the fifth wheel , it just doesn't seem to get beat up at all. I have towed a bit off road with the same results. I seem to get dirt ,and mud on the front, but nothing chipped up.
I agree boat trailers ,and travel trailers take a beating, but for whatever reason, at least for me the fifth wheel does not.
