The few places listed on Pure-Gas.Org that are not listed as performance shop are in rural areas. Some farm machinery is exempt I believe.
I can tell you that in most of the USA it's not that hard to find (some places are harder than others), and for most readers here it's an available way to help alleviate this issue.
California is a perfect example of what people get when they give up freedoms in exchange for promises that the government will take care of them. One item of fallout is that real solutions to issues become far more difficult - or impossible - to obtain legally.
In CA, I'd recommend a good fuel-system treatment (I personally use SeaFoam based on experience), and running the generator for an hour every two weeks. At least monthly.
