If I remember correctly to remove the float bowl you unscrew the solenoid hex holder on the bottom of the carb and the bowl comes right off. I had one of these solenoids stick too, it was just a small ball that blocked off the feed, used an ice pick to push it down against the spring, squirted in some carb cleaner and it was fixed. However it sounds like the OP's issue is more of a gummed up main jet allowing only a partial flow of juice. Might be worth a try to clean it out, otherwise sounds like a new carb is in order.
