Sorry if thats not what you wanted to hear, I can lead you to knowledge but can't make you think...
JFYI, adjusting/checking the valve lash is not hard at all. It does not mean they are "out of tolerance or a broken spring" like you said. Although if you keep running it with tight valves, you will burn the valve or seat.
As with anything mechanical, if its not working correctly, Don't run it till you fix it.

More you post, it sounds like you have 2 problems. You must check your HZ under full load and under no load.
