Because 200 lbs came off of the pin weight due to the lever effect of the 500 lbs overhung weight off the rear. That pin weight reduction of 200 lbs has to go somewhere - the only place it can go is to the axles.
The axle weight increases 700 lbs. The pin weight decreases 200 lbs. 700 - 200 equals 500 lbs, the actual weight change in the total weight of the 5th wheel (total weight = axle + pin weights).
