Because I had a blow out on my one year old Towmaster ST 235/80/16 rated E made in China tires. I'm thinging of buying 4 new ST tires or LT tires made in the USA any ideas out there for size and make ...

Show me the law that states the tires must exceed axle rating. Then if you find it tell me who enforces it?
Did you actually read what was written? It says meet or exceed the GAWR. That means it must be, at a minimum, equal to the axle rating.
Now if you want the actual statue from the code of federal regulations, you will have to ask FastEagle. I'm sure that he has it but doubt that he will post it as it will contradict everything he tries to pull over everyone's eyes.
Now then, if you want to put on tires with less capacity that the GAWR, I guess that is your prerogative. Enforcement will come into play if you ever have an accident that could be the fault of the tires that would be too weak to carry the rated load.

The sum of the maximum load ratings of the tires fitted to an axle shall not be less than the gross axle weight rating (GAWR) of the axle system as specified on the vehicle’s certification label (tire information placard).
