Most folks don't realize that the drum brakes on RVs are NOT self adjusting and require periodic maintenance. Depending on how many miles on the brakes, it's possible they are activating but if they need adjusting they won't give you any stopping power.
Pull the breakaway pin and go by each wheel with a compass and see if the magnet makes the needle move. That will tell you if you have an electrical problem. Any wheel that doesn't move the magnet, check the wiring to that wheel.
Once electrical is confirmed OK, try adjusting the brakes through the adjusting port on the back side of the wheel. See if that gets you any stopping power.
If not I would pull the hubs and see what's going on. You can new complete self-adjusting brake assemblies for $100/wheel. Once the hub is off, it's only 5 bolts and a wiring connection to change them out.
Disc brakes are obviously better, but as was noted it's a $2k conversion, and some of the new integrated factory brake controllers are NOT compatible with electric over hydraulic brakes. I know some of the Fords aren't, so you better check your owner's manual before you drop cash on disc brakes.
