Sounds like I could have a mix of electrical and mechanical.
I just removed all power, shore power, and disconnected the batteries to see if I could get the one brake to release - no dice - she's still tight as a drum (pun intended).
I've found a slot for tomorrow at our local Camping World who installed the current brakes about a year ago, so I'm planning to take it up there (about 15 miles) and let them help me with it tomorrow.
The current 'lock up' doesn't make the tire skid, but it is snug enough that I have to put some reasonable pressure on it to get it to spin, then it stops in about 1/3 revolution before it stops - hopefully there isn't enough drag to damage a brand new tire or the existing brake.
I would really like to get the current brakes to work rather than doing some big fancy swap. I prefer not to drop another few grand as I'm sure you will understand.
