Ummm....no. Underinflation wears the inside and outisde tread edges, overinflation wears the center band.
May not necessarily be curb damage or bent spindle/axle. The trailer could have been mis-aligned when it was built. If the axle was not attached exactly square to the frame, the mis-alignment will produce scrubbing on the tire edge as you describe. What do the other tires look like? Any others worn unevenly? But as mentioned a shop that does trailer alignment should be able to fix it.
Or you can buy the Correct Track alignment kit and do it yourself like I did.
