They have and do ask for them. The first few year they were pretty cool about it and if you're from out of State they might still be. They gave people the option of no ticket, but no more riding until they hoped on the Internet and took the course.
We were pulled over a couple times, one time they wanted to see the cards, the other just asked if we had them.
I've talked to other friends that were down there around Spring Break and they said they were more actively checking. If you have attitude you're more likely to get a ticket.
Just get it done and then you don't have to worry.
